Overview

We are seeking a highly skilled and motivated Project Manager II to join our engineering team for the LACWP program. The ideal candidate will have over five years of progressive experience managing municipal infrastructure projects, with a strong focus on stormwater and roads. This role involves overseeing projects from planning through to close-out, ensuring compliance with CEQA/NEPA, and coordinating with various stakeholders. The successful candidate will possess excellent communication skills, a background in Civil Engineering or Construction Management, and the ability to manage project scope, budgets, and schedules independently. A professional license or Certified Construction Manager (CCM) certification is required, or the ability to obtain one within six months of hiring.

Responsibilities

  • Lead the planning and development phases of municipal infrastructure projects, ensuring alignment with client goals and regulatory requirements.
  • Develop comprehensive project plans, including scope, schedule, and budget.
  • Independently manage all aspects of assigned projects from inception to close-out.
  • Oversee project scope, ensuring all deliverables are met within the established timeline and budget.
  • Maintain and update project schedules using tools like P6 and Microsoft Project Online
  • Facilitate effective communication and coordination among project stakeholders, including clients, contractors, and regulatory agencies.
  • Conduct regular project team and client meetings to review progress and address any issues.
  • Monitor and coordinate construction activities, ensuring compliance with project specifications and standards.
  • Review and approve construction documents, change orders, and other project-related documentation.
  • Ensure all projects comply with CEQA/NEPA and other relevant environmental regulations.
  • Obtain necessary jurisdictional approvals and environmental permits.
  • Develop and maintain project budgets, tracking expenditures and ensuring financial accountability.
  • Prepare and negotiate change orders as needed.
  • Implement quality control measures to ensure project deliverables meet the required standards.
  • Conduct regular site inspections and audits to verify compliance with project specifications.
  • Identify potential project risks and develop mitigation strategies.
  • Adapt and respond effectively to project issues and challenges, ensuring minimal impact on project timelines and budgets.
  • Prepare detailed project reports, documenting progress, issues, and resolutions.
  • Maintain accurate and organized project records, including as-built documents and other deliverables

Qualifications

  • Ten (10) plus years of progressive experience in managing municipal infrastructure projects through planning, design, jurisdictional approvals, environmental permitting, construction, and close-out.
  • Minimum ten (10) years of project management and concurrent field construction experience.
  • Licensed professional (or demonstrate the ability to obtain license within 6 months of hiring) or Certified Construction Manager (CCM)
  • Education background in Civil Engineering, Construction Management, or related field.
  • Effective oral and written communication skills.
  • Work experience in project planning and development.
  • Ability to independently manage all aspects of a project.
  • Ability to develop and control project scope.
  • Ability to develop and maintain project budgets.
  • Ability to develop and review project schedules.
  • Skill in reviewing and coordinating the preparation of construction documents.
  • Ability to effectively facilitate project team and client meetings.
  • Ability to effectively negotiate and prepare change orders.
  • Ability to effectively monitor and coordinate construction activities with the various project stakeholders.
  • Ability to adapt and respond effectively to project issues and challenges.
  • Ability to set and manage project expectations.
  • Must be knowledgeable in CEQA/NEPA.
  • Experience in infrastructure projects such as stormwater quality, diversion, and drainage projects.
  • Experience in transportation infrastructure projects such as airports, roadways, bikeways, pedestrian walkways, and bridge projects.

 

Experience in the following is desirable:

 

  • Design-Bid-Build (DBB), Job Order Contracting (JOC), Progressive Design-Build (PDB), Deferred Maintenance/Refurbishment projects, and Construction Manager at Risk (CMAR) project deliveries
  • Knowledge of Envision
  • Knowledge of Public Contracting Code and familiarity with County practices
  • Knowledge of Greenbook and CSI
  • Knowledge of CEQA
  • Experience with scheduling software using P6 and/or Microsoft Project Online

Salary Range: $145,000 - $165,000

Location: Los Angeles, CA

Work Environment: Onsite
