We are seeking a highly skilled and motivated Project Manager I to join our engineering team for the LACWP program. The ideal candidate will have over five years of progressive experience managing municipal infrastructure projects, with a strong focus on stormwater and roads. This role involves overseeing projects from planning through to close-out, ensuring compliance with CEQA/NEPA, and coordinating with various stakeholders. The successful candidate will possess excellent communication skills, a background in Civil Engineering or Construction Management, and the ability to manage project scope, budgets, and schedules independently. A professional license or Certified Construction Manager (CCM) certification is required, or the ability to obtain one within six months of hiring.

• Lead the planning and development phases of municipal infrastructure projects, ensuring alignment with client goals and regulatory requirements.
• Develop comprehensive project plans, including scope, schedule, and budget.
• Independently manage all aspects of assigned projects from inception to close-out.
• Oversee project scope, ensuring all deliverables are met within the established timeline and budget.
• Maintain and update project schedules using tools like P6 and Microsoft Project Online
• Facilitate effective communication and coordination among project stakeholders, including clients, contractors, and regulatory agencies.
• Conduct regular project team and client meetings to review progress and address any issues.
• Monitor and coordinate construction activities, ensuring compliance with project specifications and standards.
• Review and approve construction documents, change orders, and other project-related documentation.
• Ensure all projects comply with CEQA/NEPA and other relevant environmental regulations.
• Obtain necessary jurisdictional approvals and environmental permits.
• Develop and maintain project budgets, tracking expenditures and ensuring financial accountability.
• Prepare and negotiate change orders as needed.
• Implement quality control measures to ensure project deliverables meet the required standards.
• Conduct regular site inspections and audits to verify compliance with project specifications.
• Identify potential project risks and develop mitigation strategies.
• Adapt and respond effectively to project issues and challenges, ensuring minimal impact on project timelines and budgets.
• Prepare detailed project reports, documenting progress, issues, and resolutions.
• Maintain accurate and organized project records, including as-built documents and other deliverables

• Five (5) plus years of progressive experience in managing municipal infrastructure projects through planning, design, jurisdictional approvals, environmental permitting, construction, and close-out.
• Minimum 5 years of project management and concurrent field construction experience.
• Licensed professional (or demonstrate the ability to obtain license within 6 months of hiring) or Certified Construction Manager (CCM)
• Education background in Civil Engineering, Construction Management, or related field.
• Effective oral and written communication skills.
• Work experience in project planning and development.
• Ability to independently manage all aspects of a project.
• Ability to develop and control project scope.
• Ability to develop and maintain project budgets.
• Ability to develop and review project schedules.
• Skill in reviewing and coordinating the preparation of construction documents.
• Ability to effectively facilitate project team and client meetings.
• Ability to effectively negotiate and prepare change orders.
• Ability to effectively monitor and coordinate construction activities with the various project stakeholders.
• Ability to adapt and respond effectively to project issues and challenges.
• Ability to set and manage project expectations.
• Must be knowledgeable in CEQA/NEPA.
• Experience in infrastructure projects such as stormwater quality, diversion, and drainage projects.
• Experience in transportation infrastructure projects such as airports, roadways, bikeways, pedestrian walkways, and bridge projects.

Experience in the following is desirable:

• Design-Bid-Build (DBB), Job Order Contracting (JOC), Progressive Design-Build (PDB), Deferred Maintenance/Refurbishment projects, and Construction Manager at Risk (CMAR) project deliveries
• Knowledge of Envision
• Knowledge of Public Contracting Code and familiarity with County practices
• Knowledge of Greenbook and CSI
• Knowledge of CEQA
• Experience with scheduling software using P6 and/or Microsoft Project Online

Salary Range: $140,000 - $160,000

Location: Los Angeles, CA
